I have a question for you.

Do emergencies stop happening just because leftists are protesting?

If you're an ambulence driver headed down the highway to the downtown 
hospital and traffic suddenly comes to a halt in front and builds up fast 
behind, alternate routes aren't going to do a bit of good.

Remember also that the idea was to bring business in the city to a 
screeching halt.  A competent attempt to do this would mean they aren't 
blocking just one intersection.  They're blocking a lot of them.  There may 
not *be* alternate routes at that point.  Unblocked ones anyway.

You should  remember the pre-Iraq War demonstrations as well as I do.  The 
aim *was* to hit business in its pocketbook by trying to make business 
impossible to conduct in a given city for one day.  Seriously attempting 
that (and the protesters were no doubt deadly serious) means putting on more 
than a showtest.  The way I understood it, traffic into business districts 
were backed up for miles.

I'd be willing to bet the nicety of a permit was forgone in the case of 
these protests.  Making traffic routable around the protest would destroy 
the point.

....which hasn't happened and it's been three years and change since those 
ptotests have occureed.
