I believe what he was saying was that NASA wasn't given additional
money specifically for this project.  COLA (Cost of Living Adjustment)
isn't exactly going to allow NASA to continue all of its old projects
and pursue a trip to Mars at the same time.

That's what made my blood run cold when Bush decided to look like he
supports science by setting this goal.  It wasn't going to come with an
additional funds specifically to support IT.

My feeling is that we'd be better off in the long run if we let the
