Sounds like your community is fairly new then, always a trying period.

That was when my SO and I were on the boards as well, as a hope to try 
and make things not too onerous for us and others.

One requirement was that you had to have plans for landscaping your 
backyard approved before 6 months had passed after you took possession. 
  Of course, some didn't want to be bothered in filing plans (Why can't 
I put in a queen palm there?  Why should I bother with waterproofing 
that planter that uses a common wall as the back?  and other silly 
questions) and others that didn't want to bother with landscaping at all!

Fortunately, all our homes had fences and walls, so we didn't have to 
worry about adding any, and our 'common' property was usually a 5x6 food 
patch of landscaping along one side of the courtyard.

Also, most homeowners quickly found out that 'forgiveness is easier than 
permission' and did things, and then defended them after wards.  My 
neighbors kept petitioning to get the landscaping in front of their 
house changed from bushes (which were some sort of small rose, with 
plenty of thorns to attract their toddler) to grass.  After four 
refusals, they gave up.

Other homeowners just went out, tore out the bushes, and laid in sod. 
The HOA basically said "When you move out, don't worry, we will charge 
you then with replanting it!"

I could see putting in at least a picket or wrought iron fence between 
the backyard and common property to get a clear deliniation without 
effecting the view, but that requires foresight...
