Especially when they have had a few celebratory libations as a part of their
amateur night festivities and refuse to let common sense get in the way of
making damned fools of themselves ... as it is every American's right so to do.

AFAIK there is no grandfathering on required plugs in pump or semi-automatic
shotguns. In non-military/law enforcement hands they are universally *required*
to have a plug inserted into the magazine to limit capacity to three rounds. As
for the two shooters theory - I sort of doubt that two drunks could manage that
sort of timing using separate guns.

Well, yeah. But, I don't understand the evident desire of people who drink
about as much as I during the rest of the year (I am nearly "white ribbon") to
going out on New Year's Eve and getting falling down, sloppy, knee-walking,
toilet-hugging drunk.

Even in my "rummy" days I didn't understand it.

Well, yeah. But as Hoppin' John it has been around at least that long - in the
USofA.

MMMMM----- Recipe via Meal-Master (tm) v8.06

      Title: Hopping John Vinaigrette
 Categories: Beans, Salads, Pork, Chilies
      Yield: 8 servings

      2 c  Dried black-eyed peas
      1    Piece of fatback/salt pork
      1 lg Red chile
      2 md Onions; chopped
           Salt & fresh ground pepper
      1 c  Uncooked rice
      4 tb Bacon dripping

MMMMM-----------------------VINAIGRETTE-----------------------------
    1/3 c  Red wine vinegar
      1 tb Dijon mustard
      1 c  Peanut oil
           Salt & pepper
      2 tb Chopped fresh basil
      4 sl Bacon; crisp fried, crumbled
 
  Hopping John is a traditional Southern New Year’s
  dish. This is a modern salad version.
   
  PLACE BLACK-EYED PEAS in a large pot, cover with water
  and add 3 cups more water. Add fatback or salt pork,
  slashed in several places, hot red pepper, half the
  onion, salt and pepper. Bring to a boil, cover, reduce
  the heat and simmer until the peas are tender. Add
  more water as needed. Remove the peas. Add rice to the
  pot of water and drippings. Bring back to the boil,
  cover, reduce the heat and simmer until the rice is
  cooked, about 30 minutes. Return the peas to the pot,
  stir together and cook a few minutes more. Drain.

  Remove the fatback and hot pepper. Add rest of chopped
  onion. Make a vinaigrette of red wine vinegar, Dijon
  mustard and peanut oil. Add salt and pepper. Combine
  with the Hopping John, add chopped fresh basil and
  bacon, crisply fried and crumbled.
