That's not really true. You have 535 members of Congress, a
President and a VP. They will have something in the order of 5000
staffers who would also come and go with each election. But you have
288,000 career civil servants who actually live either there or
within commuting distance and a total population of 600K in
Washington itself, over 5M in the metro area. Some 5500 transients
are a drop in the bucket and the majority of them would be renters
anyway, not homeowners with (or without) mortgages.

No, the real reason is that too many people treated their homes like
ATMs and refinanced over and over again. The fact that mortgages are
tax deductible in the US whereas car loans and credit cards are not
is an aggravating factor. Restaurant meals (food related) and annual
vacations went on credit cards; cards got paid off with a new
mortgage thereby converting a weekly or annual expense into a 30
year debt. And hey the card is down to zero, let's take another
trip.

A jalousie is a fusion of a turnover and a strudel. A jalousie
consists of two rectangles of puff pastry with a fresh fruit filling
in-between; the edges of the pastry are pinched together or or
crimped with a fork. Before baking, slits (slats) are cut into the
top crust that allow steam to and also create a glimpse at the
attractive filling between the slats.

     Title: Apple And Blueberry Jalousie

  Servings: 5

    400 g  can pie apple, drained
    125 g  fresh blueberries
    1/2 ts ground cinnamon
  2 1/2 TB caster sugar
      2    sheets frozen ready-rolled
           puff pastry, halved
      2 TB almond meal 
      1    egg, lightly beaten 
           Icing sugar mixture and
           whipped cream, to serve

Preheat oven to 200 C/180 C fan-forced. Line a large baking tray
with baking paper. Combine apple, blueberries, cinnamon and 2
tablespoons sugar in a bowl.

Place 2 pastry pieces 5cm apart on prepared tray. Sprinkle each with
half the almond meal, allowing a 1.5cm border around edges. Divide
apple mixture between pastry pieces.

Roll out 1 remaining pastry piece until 1cm longer on all sides.
Carefully fold in half lengthways. Using a small sharp knife, cut
6cm-long slits along folded edge, 1.5cm apart. Unfold pastry. Place
over 1 pastry piece. Press edges to seal. Brush with egg. Sprinkle
with half the remaining sugar. Repeat with remaining pastry piece,
egg and remaining sugar.

Bake for 20 to 25 minutes or until golden and puffed. Dust with
icing sugar. Serve with cream.
