She didn't inform the White House until Aug 27.

They can correct their reporting all they want, it still doesn't reflect
the truth.

True. Blanco requested that the Prez declare a state of emergency on Aug
27, he responded on the same day. Try Googling for the Robert T.
Stafford Act and read the provisions of Section 501 (a) Disaster Relief
and Emergency Assistance Act, 42 U.S.C.  5121-5206 (Stafford Act).
