He can't help what the RCC doctrine is, but he could make changes. Of
course, he must answer to the other bishops.

You can blame the difficulty on those who translated it or the authors of
the books that constitute the Bible, or if you're looking for someone to
blame for it's difficulty in understanding, you can blame God; as it is
supposedly written with devine intervention.
