 It sounds more like the French had no intention of fighting, but
 wouldn't, or couldn't surrender. What would the Germans have
 done to the commander's families, if they had surrendered? Yet
 if the fleet was sunk when the admiral refused to surrender, who
 could be held accountable? How many French sailors were killed?

 Note, below, I said it depended on what fleet you were looking
 at. I added that when I remembered it was a French fleet in SE
 Asia that I remember reading was scuttled.

 somewhere around there.
