The answer could be two fold. They want you to know they have the service,
even though they don't have the service to your door at the present time.

The other could be like they do in San Diego where there are at least 4
different but major DSL providers (not to mention the independants); So,
Cox is a major provider of DSL services in one part of the city, while
Time Warner services another. Both areas are guaranteed competition free
by contracts with the city. When someone from, say an area served by Cox,
calls TW (due to advertising such as your mailer, etc), they use that as a
milepost to show a dis-satisfaction with the competition's service.

This all plays out as the guaranteed service area contracts come up for
renewal.

I wouldn't have the patience for that. I would have already cleaned up the
junction box at the house and everything on my side of it. But usually,
it's not there, but in the big green box down the street where all of the
area phone lines area connected.
