Actually, at the time, it was being held hostage by France and Russia,
both have a seat on the Security Council of NATO.

I don't think they're Presidents, Vice Presidents or Senators on their
good looks. Somebody must have an ounce or two of faith in them, or they
wouldn't be where they are, or were. But, their words had to be included,
since everyone of them except Clinton and Gore had a vote in Congress.

For a military that uses chemical and biological weapons, it's a key note.
For pissant little countries who only wish they were part of the big
picture, that's a joke and a waste of their taxpayers money. Which is
nothing new for socialist Europeons.
