funny that... Z1 didn't loose a thing by NOT accepting EP1... in fact, Z1

all the more reason why no zone should ever have put it in place or have ever
thought about doing such... methinks that someone stepped in something way back
and it is much too late for them to correct it... too bad others that have
followed in their footsteps keep stepping in the same "something" and still
haven't learned how to avoid such or even how to correct the shituation... as
Z2C, why don't you go ahead and recind EP1's enforcement... you have the power
in the same way that the Z2C who put it in place did... by edict... or... maybe
you don't want to remove it because it also gives "power over others to a
certain group" and "that group" doesn't want to loose those powers?
