There is nor rule that EU members MUST join the monetary union. No rule, no
exception.

Same for the Schengen agreement.

Members heave the right to engage in agreements that extend on the treaty of
Lisbon and where not all members participate in. The monetary union and the
Schengen treaty are such agreements. Similar treaties exist for amateur radio
licences.

No, the reason is that they never opted in. They never joined the monetary
union. They also still drive their cars on the left side of the road. Joining
the monetary union and driving on the right is and never was a requirement for
EU membership.

The reasons for them not joining is irrelevant in regard to the status of their
membership. They are full fledged members. Period.

You can tell the origin by the serial numbers.

Opinions are like arseholes: everyone has one. Fact is, there never was an
obligation to join the monetary union. Period.

If that previous agreements conflicts with EU rules, they could not have joined
unless that previous agreement was recinded.

The US asked for his extradition. He is still in the UK...

As I said, they can be very inventive when it comes to not honuouring a US
