What you're talking about doesn't come under the Patriot Act, or Homeland
Security...

The FTC has that authority. They're able to use it because of an
angreement with the EU's similar trading body...

With the spying software used by German Intellegence with an eye on
expanding their use of it, I wouldn't be worried about what any US entity
is doing in your back yard.

That's because they are an incorporated US company, doing business world
wide. They have to comply with US laws or be indicted by one of the
federal agencies who enforce those laws.

Not to mention that the cloud service wouldn't serve a government's needs.

expanding it even more.

There's a lot of things that use the word Swift on the internet. But I'm
assuming you meant Society for Worldwide Interbank Financial
Telecommunication?
