The time zones on the map don't follow local time zone lines, they follow
degrees before and after UTC 0. i.e. the center of the -6 hour coordinates
is 90 degrees west of UTC 0, but -6 hours UTC begins closer to New Orleans
than San Antonio, which is closer to 90 degrees.

Which doesn't reflect the true CST which begins on the Eastern border with
Louisiana and ends somewhere in west Texas, putting El Paso, Texas in the
Mountain Standard Time zone.

I would  suspect the same is true of local time zones in Europe, to
accommodate a convenience for heavily populated areas.

Right. 0 UTC is in Greenwich, England and 0100 begins somewhere around 7.5
degrees east of there. i.e. South Africa is split up the middle by the
0100-0200 line at 22.5 degrees, but I'll bet the whole country is in one
time zone.

Which is a local time zone difference for convenience of the population.

by a dotted line, which is self explantory in the "Legends" column.

That's a guessing game, but usually close to the same times as the
transition takes place here, give or take a week or so...and just like
Arizona (MST) there are probably places around the world that don't have
DST.

I use paper...which is my choice. It has served my purposes, as I have two
bills that I pay that go to two seperate Post Office Boxes in the same ZIP
code of Atlanta, Georgia. One of them (AT&T) sends me an email telling me
the time and date they received my payment and when that payment was
posted to my account.

When the other one calls me and says that they haven't received payment
yet (usually after the due date), I tell them that they're full of s..t
because the payments were sent from here and received there at such and
such a date and time. They've tried to extort a late payment fee ($20+)
from me in the past and all of a sudden they've found my payment lost in
their own paper shuffle. I keep those email updates in a Yahoo email
folder.
