All I know is what Bob Seaborn told me.  Ward was given instructions as to how
and where to apply for a node number.  Ward didn't follow those directions. He
loses until he does so.

It goes without saying.  If it wasn't so, every single person listed in the
nodelist could have multiple addresses in multiple zones, regions and nets. I'm
not saying that Bob will not list Ward in R17, but I'm curious as to Ward's
reasoning.  Not your reasoning, btw.

Explaining it would remove the idiocy factor that is apparent otherwise though.

Sorry, right now -you- are either a liar, or have absolutely no clue as to what
is going on regarding this situation.

The NC and/or RC in his area hadn't received an application when I last
checked.

Simple.. he has no idea how to send a direct netmail, or he ignored the
instructions given him.

We'll see.  Even policy 4 tells you that your application may not not be
immediately processed.  Keep in mind, as I said however the application must be
received first... then:
