Quite possibly, though not necessarily.  And if the latter, the *C hat makes
for extra trouble.

Well, that's kind of the problem and the major reason why the FTSC and the
authority structure need to be more or less separate (while still maintaining
some level of communication and cooperation, hence the standing invitation for
ZCs in the private echo).

Otherwise it would be like the police being able to write their own laws. 
Everyone wants to "make a difference" and it's easy to get carried away with
the new and shiny, so maintaining the FTSC without any level of direct or
indirect authority to enforce its own standards helps to keep things sane.

The passive policy of "documenting current practise" reflects that need for
stability, ensures the documentation reflects actual reality not how we want
stuff to be when we all get a round tuit and IMO is more democratic as
technology is free to evolve elsewhere on the network (previously made up of
over 30,000 nodes) rather than being passed down on stone tablets from a mere
30 members.

Umm.. have you met any actual humans?  Our ability to abuse authority is second
to none.

In the past, FTSC members were often the developers of major BBS packages. 
Obviously the superstar programmers of old have gone to where their skills pay
better, but we still have a strong developer presence.
