Hi TOm,

Thom LaCosta wrote in a message to Richard Webb:

RW> Providing the service allows us to enjoy the hobby part.

TL> Years ago I taught some courses in broadcast law....and virtually
TL> everything we discussed revolved around PICON (Public Interest
TL> Convenience or Necessity). That was the golden rule for the hearing
TL> examiners, legislative law judges and The Commissioners.

THat's even by the boards in broadcasting these days. WE don't want me
starting on that soapbox. Just try getting severe weather warnings from your
local broadcast station on AM or FM. THe satellite receiver plays on, or the
automation voice tracked from somewhere else.

TL> I've been trying to spread that message to hams for the 40 plus
TL> years that I've had my ticket....and in most instances it's either
TL> ignored, or even worse argued with...with the "hobby" and "contests"
TL> as justification for the spectrum.

DOn't get me wrong, I enjoy the hobby part. I enjoy chasing some paper, and
contesting is quite fun. YEt i get even more satisfaction running a phone
patch for a medical missionary in the jungles of sOuth America or assisting a
vessel at sea.

RW> having been where the rubber meets the road in emcomm work I'm also
RW> a believer in properly trained operators. Imnsho the arrl
RW> emergency communications courses focus more on bureaucracy to the
RW> detriment of testing knowledge on such things as circuit discipline
 RW> etc.

TL> Interesting...some years ago, way before ARRL got into the grants,
TL> etc., part of my job was emcom....and in the job I had two groups of
TL> volunteers....ham radio operators and citizen band operators. The
TL> CB folks were the most valuable asset of the two groups...apparently
TL> they felt a need to provide a service. We had weekly comm
TL> drills...and monthly exercises...and provided communications for
TL> various public events.

I enjoy doing those things. WE do the MS 150 bike ride every year, an
equestrian endurance event; numerous runs walks and bike-a-thons as well. My
xyl and I are both heavily into doing those things. Many weekends my gel cell
battery and a portable mast setup go to some park or other to work these
events.

I've taken and passed all three levels of the ARRL emergency communications
course, and saw little there about proper operating, and nothing on circuit
discipline. I saw plenty of questions on the bureaucracy however.

I look at emcomm this way: I'm like the post office. I take your
communication from one place and move it toward its destination. IF your
message is properly doccumented, i.e. signed by the originator then the
bureaucracy matters little to me.

RW> Btw I'm a longtime professional musician who now operates a remote
RW> audio truck, 24 track recording and facilities to do mixing for
RW> live broadcasts. Maybe we'll run into you at one of the music
 RW> festivals <g>.

TL> Hope to meet you...my interests are Bluegrass and Oletimey
TL> stuff...so if you do one of those and see a fat guy with a beard
TL> luggin' a warshtub...well, he is me!

YOu never know, if they're wanting to do a live broadcast or multitrack
recording you just might see us. I"m mostly a jazz and blues person myself,
but I enjoy listening to good bluegrass. DOne sound for a few of those fests
in the midwest over the yea
