The RCs in council choose and appoint the ZC, they're known as the RCC.
They vote, but it's not an election per se', it's a selection.

I think I'm more qualified at reading and comprehending the English
language than someone who's native tongue isn't English. I say there is no
reference to elections, nor selections of *Cs in that section of policy.

Only by RCC. The IC has nothing to do with it and is merely another ZC and
is equal, but not higher than the rest of the ZCs, per policy.

That section of policy is solely used for a referandum to impeach (put on
trial) and possibly remove a ZC by that region's RCC. It is not, I repeat,
not an election nor a selection of a new one.
