FYI... the RESUME feature does work (I have seen it work), but not
always.......;-) The "catch" is that RESUME has a few "not so obvious"
requirements -
  1. That the FTP Server understands the use of the RESUME function. It is
worth noting that not all Servers support or react to such requests.
  2. That the SEGMENT of data being used to match the failure point does NOT
contain all identical characers (such as ALL binary ZERO), NOR does it contain
repeating patterns within the comparison segment. A ZIP file should be a pretty
good candidate for a restart, but an actual ISO image may not be. Likewise some
.EXE files are not suitable for restarts.
  3. That the File System used for writing the data has a CORRECTLY terminated
last sector image, IE the actual LAST bytes RECEIVED should be written as the
EXACT EOF and not have any appending termination sequece.

Like you I was sceptical that the function actually worked, however having seen
it work, I know that it CAN happen, but it has only happened 1 or 2 times for
me.

I haven't done this myself, however one way it may be able to be handled is by
setting up a handler for a specific file type. 
  Mozilla ==> Edit ==> Preferences ==> Navigator ==> Helper Applications
and create a new TYPE of .ZIP to be handled by NFTP.EXE. This way all the
normal URL's work as expected except the FTP transfer is NOT handled by
Mozilla.
