I've got a Comcast cable modem here.  Most of the time, I get 750kBytes/sec
download speeds.   Occasionally it will drop to
300kBytes/sec or so.  $45 per month.  Upload is 512kbits/sec or 384kbits/sec or
something in that area; not sure what it is, but it's fast enough.

I have an OpenBSD firewall talking to the cable modem 24/7, and Comcast has not
changed my IP address since I started.  The firewall can be offline for a day
and I will still get the IP address back.

SBC (the local phone co) can't come close to the speeds or price of Comcast.

The only problem I have is that Comcast is slimy, and I do not like giving them
more money...
