And, where the ending is a 5?
You think, "oh, that's so piddly an amount" but there've been cons who have
reprogrammed bank computers so as to divert the 100th of a penny from rounding
off calculations into their own account and have made 10's of thousands or more
before being caught (the banks don't prosecute & even offer them high-paying
jobs after!)

So how do you propose replacing that already-allocated revenue?

A consumption tax is really the only one that can be fairly applied to both
poor & rich. . . (the same percentage for everybody, but the more you spend,
the more you pay in taxes!)

Income tax has to be structured in a very confusing fashion to reflect how the
same percentage is unequally onerous on a drastically lower income.

A head tax varies from being an impossibility for the utterly destitute through
a range ending with being piffle for the insanely rich.
