 They pass laws saying the NEC will be enforced. They do not
 write the actual NEC into their law books. The NEC is reviewed
 and updated regularly, and the changes become enforcable without
 the laws having to be rewritten.

 just about every election.

 You'd have nothing but amateurs... and if you think it's bad

 True. Though the idea that the contractor cannot be held
 responsible is highly questionable, IMO.
