Maybe someone else has addressed this idea, but here goes.

Dreams.

When you are, or at least when I am dreaming I accept what is
presented to me and within the dream-state it is real for most of the
dreaming time.  (Granted there are occasions when I know I'm dreaming
and may even struggle to wake up or make a seeming semi-conscious
re-direct the dream events.)  Anyway, often I feel like I am awake and
powerful and functioning in the real world in certain dreams.  It can
take me several minutes or more of transition after waking to realize
a super-vivid dream not something that actually happened.

Galen has prepped Sheridan for reception or sensitivity to his input
years before ("A Call to Arms").  In my dreams weeks and months can
pass though technically, in reality, in real time I have only been
dreaming for less than 8 hours, more often less than 60 minutes
(--from a sleep study).  Let's say Galen, having prepped Sheridan,
operates his technomage craft within the short real-time ("A Call to
Arms" for example) and is so skilled at it that Galen has induced, at
the present time, a lingering dream-to-waking transition state so he
convinces Sheridan that he knows the future.  In that lingering
transition state Sheridan can function in other normal ways --think
the repetition of bureaucracy-- but when it come a particular subject
the Prince(?) his mind operates within the transitional state (or very
strong influence of that transitional confusion).

Again the repetitions, the annoyances of politicking, say maybe a
recent meeting with  several Drazi, and Sheridan does mention
"campaigning" (even keeping goodwill can be a form of campaigning)
with Pak M'Rah (sp) humor which might infer he's had a rough schedule
recently, preparation for the Interstellar Alliance's 10th anniversary
celebration provides districtration. Let's say Sheridan's mind is
grasping for some physical action, a physical sensation of control and
of being soldier, commander... that Galen can direct Sheridan to think
"Tactics.  Kill the enemy.  Kill the future enemy."  Even --think
present day terrorist tactics here of using children, small children
to be sacrificed as suicide bombers as has been recently in the news
of in our universe-- this young Prince(?) is a threat to take out now.
In an induced transitional state Sheridan may be inhibited in trying
to use cold viewing analysis (i.e., us in our safe TV viewing
atmosphere) so he doesn't entirely grasp that Galen cannot see the
future.  

"Politicking fatigue", for lack of a better phrase, could lower
Sheridan's sensibility enough for Galen to plant the ideas and
encouraged the cold-blooded act of murdering the young Prince and
Sheridan balking at the idea but yet somewhat willing to entertain the
idea of murder.  

There is a long history, as Galen points out, of if people had acted
to stop, kill Hitler in his youth.  Signs are often there in youth of
future cruelty potential.  (Though Galen does not say this, it is
known that Hitler's and Saddam Husien (sp) and many serial killers
have experienced abuse & neglect by their father-figures.)  With
Cartigia as a father when the Prince was a tender age (I'm assuming
that my rough chronology is correct) -- and the Centauri culture of
manipulation and power manuevering...who would not be concerned?

I think the above is plausible enough to support the story as
presented by JMS.
