It was America who wanted to get 'even' I believe it was for the Pearl 
Harbor attack. As for the USSR, the small Kuril  islands  were and have 
been now a low value territories. Fish was caught in the Sea of Okhotsk 
and have been caught now by both Russians and Japanese. Probably, the 
Kurils have some strategic value for Russia, for instance, like the 
Folklend islands, for the UK.

As for an incentive for Japan, I can say that if the Americans had 
dropped their bombs in the vicinity of Hiroshima and Nagasaki the 
civilian damage would have been small, but the Japanese would have seen 
clearly the bombs power. And then America could threaten Japan that next 
time such bombs would be dropped, for instance, on Tokio where the 
government and Emperor were.
